Stray mother dog and 5 puppies wet and cold under raining, waiting for foods in front of restaurant

I'm on the way to work, suddenly I found a mother and pupppies. It looks like a stray dog has given birth.
I'm worried because it rains a lot. It's a construction site, so it's dangerous. There's no way I can help now, so I posted on the facebook and called for help.
The mother and puppies lying in front of the restaurant. All about 5 puppies, only one pup and mother there, the rest of the kids go somewhere!
